51 Freight at Long Beach

Pacific Electric freight locomotive no. 51 (with a half-mile long freight in tow) pauses for a photograph at the Long Beach PE yard in 1908. In 1912 the locomotive was completely rebuilt and renumbered 1600.

Rather interest shot suggesting more than a mere crew snap…possibly an entire train of supplies dedicated to a specific project? Anyone look into the history of those freight cars by their reporting numbers?
