Upon closer examination, the automobiles appear to be facing in the wrong direction, leading me to believe this photo needs to be flipped. Also, I don’t believe that it belongs in the “Eastern Division” category.

Yep, the car is backwards–looks like a Melbourne (Australia) Y-1 tram They were like a left-handed Hollywood car with a K-35 controller; at least one has been preserved.
Haven’t been over that way for a while, but I think this is the section of Chandler west of where the SP Burbank Branch/Metro Orange Line diverge. The car will soon be turning north onto Van Nuys Blvd.
